{"id":16805,"date":"2023-10-24T11:51:48","date_gmt":"2023-10-24T00:51:48","guid":{"rendered":"https:\/\/refugeeaction.org.au\/?p=16805"},"modified":"2023-10-24T11:51:49","modified_gmt":"2023-10-24T00:51:49","slug":"australian-secrecy-on-shady-png-deal-has-to-end","status":"publish","type":"post","link":"https:\/\/refugeeaction.org.au\/?p=16805","title":{"rendered":"Australian secrecy on shady PNG deal has to end"},"content":{"rendered":"\n<p>The Australian government needs to respond to the <a href=\"https:\/\/www.theguardian.com\/australia-news\/2023\/oct\/24\/australian-funds-for-asylum-seeker-welfare-in-png-gone-missing-whistleblower-papua-new-guinea\" target=\"_blank\" rel=\"noopener\" title=\"\">current allegations of fraud<\/a> in the PNG Humanitarian Program to which Australia is a party.\u00a0<\/p>\n\n\n\n<p>Refugee advocates are demanding that Home Affairs Minister, Clare O&#8217;Neil, comes clean on the secret 2021 deal struck by the Morrison government to provide funds to support Australian refugees in PNG.&nbsp;<\/p>\n\n\n\n<p>O&#8217;Neil\u00a0has admitted that Labor last made a payment in July 2022.\u00a0But those funds are gone. The allegations suggest that in just\u00a0one year over A$1 million has gone in cosy arrangements\u00a0over hire cars. The connections between the service provider companies\u00a0need to be thoroughly investigated.<\/p>\n\n\n\n<p>The letter between the deputy prime\u00a0minister and the Chief Migration Officer (CMO) indicates\u00a0that there has been no proper accounting of the\u00a0PNG\u00a0Humanitarian program. Invoices that should have been sent to the PNG Immigration\u00a0Authority were sent directly\u00a0to the CMO.\u00a0<\/p>\n\n\n\n<p>&#8220;The secrecy surrounding\u00a0the deal, maintained by the Labor government, can only have facilitated\u00a0 opportunities for corruption of the program that is meant to be providing services for refugees,&#8221; said Ian Rintoul,\u00a0spokesperson for the Refugee\u00a0Action Coalition, &#8220;There needs to be a full investigation in Australia as well as PNG to find out where the funds have gone.<\/p>\n\n\n\n<p>&#8220;More importantly there needs to be urgent action&nbsp;to restore the services and action to immedately evacuate all refugees from PNG. The cuts&nbsp;to services have created a dire situation for the refugees in PNG.&#8221;&nbsp;<\/p>\n\n\n\n<p>Despite assurances and meetings between Home Affairs and PNG officials\u00a0in Port Moresby over the\u00a0past few weeks, some refugees are still going with food\u00a0vouchers and income\u00a0allowances, which were already below the poverty line. Some refugees had no electricity because they cannot afford to pay out of their own\u00a0pockets.\u00a0<\/p>\n\n\n\n<p>Transport&nbsp;for refugees has been cut making it impossible to get to appointments or even go shopping without being vulnerable to robbery or assault. Security services at some accommodation blocks&nbsp;have also been cut, similarly leaving refugees at risk.&nbsp; &nbsp;<\/p>\n\n\n\n<p>Now, the Pacific International Hospital, which claims it is&nbsp;owed millions of dollars by the humanitarian programme, has effectively&nbsp;cut its services, telling refugees that they will have to pay for future appointments.&nbsp;<\/p>\n\n\n\n<p>&#8220;Refugees cannot wait for days or weeks&nbsp;to have those services&nbsp;restored; they are literally a&nbsp;lifeline for very unwell refugees,&#8221; said Ian Rintoul.<\/p>\n\n\n\n<p>&#8220;We welcome the news from the PNG Chief Migration Officer that very unwell refugees\u00a0will be sent to Australia. These\u00a0transfers need to start now, not in several weeks&#8217;\u00a0time.\u00a0\u00a0<\/p>\n\n\n\n<p>&#8220;All the refugees should be\u00a0brought to Australia while those who have third country resettlement wait to get to Canada or New Zealand, if that is what they want.\u00a0Third country resettlement has proved fraught with uncertainty and is exceedingly slow. After more than 10 years, the refugees need safety and security.
