The man has been placed in a newly built solitary confinement prison compound inside the detention centre, and been given a notice that a PNG immigration has completed a deportation risk assessment and found \u2018there is no legal barrier to your removal\u2019<\/p>\n<p>It is expected that up to 10 other \u201cdouble-negative\u201d asylum seekers could get similar treatment in coming days. The \u2018failed\u2019 asylum seekers have been told they can still access financial incentives with IOM if they voluntarily agree to return home.<\/p>\n<p>Around two weeks ago, Immigration posted notices of \u201cDeparture Planning information.\u201d (see photo)<\/p>\n<p><a href=\"https:\/\/refugeeaction.org.au\/wp-content\/uploads\/2015\/08\/Departure-planning-information.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-4209\" src=\"https:\/\/refugeeaction.org.au\/wp-content\/uploads\/2015\/08\/Departure-planning-information.jpg\" alt=\"Departure planning information\" width=\"650\" height=\"488\" srcset=\"https:\/\/refugeeaction.org.au\/wp-content\/uploads\/2015\/08\/Departure-planning-information.jpg 960w, https:\/\/refugeeaction.org.au\/wp-content\/uploads\/2015\/08\/Departure-planning-information-300x225.jpg 300w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/a>The very public use of the PNG police in Oscar is clearly an effort to intimidate asylum seekers into voluntarily signing to return to their homes countries.<\/p>\n<p>Papua New Guinea has no arrangements with Iran to accept forced removal of asylum seekers.<\/p>\n<p>\u201cThere is no reason to believe that PNG is any more able to arrange forced removals to Iran, than Australia,\u201d said Ian Rintoul, spokesperson for the Refugee Action Coalition. \u201cThe use of force is designed to coerce people into signing to return \u2018voluntarily\u2019.\u201d<\/p>\n<p>The action against the \u2018double-negatives\u2019 also comes on the eve of final directions hearings for Supreme Court challenge in Port Moresby, scheduled for Monday 17 August.<\/p>\n<p>\u201cThe Immigration Department is trying to pre-empt the Supreme Court challenge, \u201c said Rintoul, \u201cWe will seek injunctions in the Supreme Court to prevent any removals from Manus Island, before there is a final consideration of the Supreme Court constitutional challenge to the detention centre,\u201d said Rintoul.<\/p>\n<p>\u201cThe Australian and PNG government have been abusing asylum seekers human rights since they were first moved to Manus Island. The Immigration Department would like nothing better that to remove some of the evidence by getting some of them to sign to return to their countries.\u201d<\/p>\n<p>\u201cImmigration should halt any moves to forcibly remove asylum seekers from Manus Island. They have always been Australia\u2019s responsibility. In the name of deterrence they have been the victims of the worst offshore mistreatment.
